World Bank’s DREAM Initiative Targets Modernization of Mauritania’s Energy Infrastructure and Mineral Sectors

The World Bank has greenlighted an $82.5 million initiative known as the “DREAM” project to bolster Mauritania’s energy and mineral sectors. The funding package is designed to modernize the nation’s energy infrastructure, with a focus on building large-scale battery storage facilities, advancing battery technology, and laying the groundwork for a green hydrogen economy.

According to documents available on the World Bank’s website, the project is aligned with Mauritania’s national energy objectives and the broader goal of achieving universal electricity access by 2030, as outlined in the Energy Charter 300 initiative. One of the central components of the project is the construction of the country’s first battery-based electricity storage facility. This facility will allow Mauritania to better harness its abundant solar and wind resources, thereby stabilizing its power supply in an environment where intermittent renewable energy has long been a challenge.

The initiative also supports the implementation of Mauritania’s recently adopted Green Hydrogen Code, a regulatory framework intended to foster investment and establish environmental and legal standards necessary for the growth of green hydrogen. This measure is expected to attract private capital, as outlined in reports by the International Finance Corporation, further cementing the country’s strategic push toward a diversified energy portfolio.

The project is part of a broader international effort to assist developing nations in transitioning to sustainable energy systems. It draws on a network of partnerships that includes the International Finance Corporation, the German Agency for International Cooperation, the European Union, and the United Nations Development Programme. These collaborations are designed to leverage global expertise and resources, ensuring that Mauritania not only improves its energy security but also sets the stage for long-term economic growth.

Mauritania, long recognized for its mineral wealth, is now positioning itself as a key player in the emerging green economy. The country’s strategic location and its rich solar and wind resources offer significant advantages, though these are only fully realized when paired with modern energy storage and management technologies.
